As a mother and resident of Berkeley for 18 years, Elana understands what it means to advocate for and effect change in District 4. Because of her
on-the-ground engagement in our community and background as a mediator, many neighbors urged her to run for this seat.

Elana has the plans and experience to help make District 4 a place where everyone thrives.


Safe, pedestrian-friendly, bikeable streets

  • Reliable traffic calming safety measures are needed on Shattuck Ave at Berkeley Way, Delaware St and Virginia St

  • The Ohlone Greenway is interrupted by Cedar Street traffic. Joggers, walkers, bicyclists, baby strollers, etc. require safety and traffic-calming efforts. 

  • Two stop signs need to be added at the intersection of Cedar and Walnut to create a 4-way stop.

  • Speed bumps requested on Grant Street.

  • Stoplight adjustment needed at the intersection of Haste St and MLK Jr Way to eliminate regular accidents. The two previous southern stop lights hang over into the street. Some drivers travelling northbound on MLK fail to see the stop light because of its positionality.

  • Ensure the flashing lights at the intersection of Grant & University are reliable.

  • More street lights needed.

  • More safe bike lanes needed.

Invest in supporting and growing small businesses in D4

  • Streamline permitting for small business licenses

  • Provide move in funding to offset renovation costs 

  • The City of Berkeley hires the Small Business Development Center to consult with our small businesses to support business start-up and expansion.

  • Create a Small Business Incubator 

  • Create Pop Up stores, restaurants, and art events in the vacant spaces

  • Create a Downtown Small Business Association

Limit Disturbance to Neighbors on Shattuck

  • Shattuck street cleaning occurs twice a week in the middle of the night and takes hours. Streamline the street cleaning process. 

  • Shattuck daily garbage pick up is at 6am. On the weekends, garbage pick up should be moved to 8am.

Reduce Our Landfill Contributions

  • The downtown trash and recycling containers require a compost option.
